Police Sniper: A  Police sniper is a specially selected, specially equipped, and highly trained law enforcement officer who is part of a tactical team. The sniper uses his training and equipment to obtain a position of tactical advantage, provide real time information to other elements of the team, and, if necessary, bring precision fire
against a threat to innocent citizens.

The police sniper’s actions are regulated by law, department policy,and ethics regarding the use of deadly force.

Our Mission Objectives:

A. To advance the level of training for law enforcement sniper teams in the Rocky Mountain region, and

B. Provide an easily accessible training venue for law enforcement officers who possess valuable training, experience, and knowledge to share, and

C. Stimulate the research and development of innovative techniques and methods of operation and equipment related to law enforcement sniper
operations, and

D. Provide assistance and support in the development of training programs, and

E. Encourage the cooperation and sharing of training resources and information between agencies, and

F. Coordinate or provide free or low cost training programs for sniper teams in the Rocky Mountain region.

Rocky Mountain Sniper Association
Training Programs

One goal of the Rocky Mountain Sniper Association is to provide assistance and support in the development of sniper training programs.  In support of that goal, the RMSA has developed curriculum recommendations for various categories of training programs.  Agencies that wish to develop their own training programs in these areas are encouraged to do so, using these recommendations as a basic framework.  Member agencies may submit a proposed course for review and approval by the Board of Directors. 

Continuing Education Programs

Continuing education courses may include any number of topics that are applicable to sniper operations.  Courses may include specialized or in-depth training in ballistics, marksmanship, or fieldcraft skills.  These courses may also include more advanced training topics, such as moving targets, extended ranges, engaging targets at unknown distances, etc.  Continuing education should supplement normally scheduled in-service sniper training, and should involve members from other agencies.  The RMSA recommends that at least half of the attendees should be from outside agencies.  There are no minimum hour requirements. 

Active RMSA members will be given preference to attend continuing education courses.  Non-members may still attend courses on a space available basis. 

Since there are no standard topic recommendations, proposed continuing education courses will be reviewed and approved on a case-by-case basis.   Courses will be evaluated based on topic, course content, and instructor qualifications.

Approval Process

All courses that are submitted for approval should include the following information:

1.  Course outline
2.  List of reference materials
3.  Course schedule
4.  Resume and copies of certificates for instructors
5.  Location of training sites
6.  Letter from host agency requesting review of program

Requests should be submitted to the Director of Training 30 days prior to the proposed course, whenever possible.  Any courses that are not approved will be returned with recommendations on what deficiencies need to be addressed.  

Requests for Training

Another goal of the RMSA is to coordinate or provide free or low cost training programs for sniper teams in the Rocky Mountain region.  Member agencies that do not have the personnel to develop their own programs may request to host continuing education courses sponsored by the RMSA.  Host agencies will be responsible for all logistics, including materials, training venues, etc.  The RMSA cannot guarantee that all requests for training will be granted due to the availability of instructors, but will make every effort to provide training whenever possible. 

Agencies requesting to host RMSA training should submit a letter to the Director of Training that includes the following information:

1.  Type of training requested
2.  Available facilities (range, classroom, fieldcraft, etc.)
3.  Number of students
4.  Contact person
 
Any questions regarding the request or approval processes should be directed to the RMSA Director of Training. 

Membership:  Active
A sworn peace officer currently assigned as a sniper with their department tactical team. A tactical team may consist of any type of Emergency Response Team,  SWAT, SERT, CERT, SRT, etc. Must have completed a basic sniper school recognized by the Board of Directors. The Board of Directors must approve active members with a majority vote to join.

Associate: An individual interested in furthering this organization, but not meeting the
requirements for active member. Military personnel, tactical team supervisors, retired tactical officers, or officers with a very strong tactical background would be in this class. Current tactical officers with an interest in the sniper position, but without sniper training and experience, would also be in this class. This is a limited membership subject to the rules and approval by the Board of Directors. Directors must approve associate members with a majority vote to join.

Charter:  An individual who was active in the formation of the association, up to and
including the charter meeting held on September 20, 2007. Must meet the
requirements of an active member.
